Who can close a crossing?

A crossing may need to close so that work can be done. It is also, inconveniently, a crossing.

That leaves a question of responsibility: who may stop people using it, and who can say it is safe to reopen? No closure authority is settled here. The maintenance work and the need to get across both have to be accounted for.
